Does Speak send text to a server?

No. Speak uses the browser Web Speech API locally. Only Download Audio posts text to the server TTS API to build an MP3.

Why is the voice list empty?

Voices load asynchronously—wait for the voiceschanged event. On macOS/iOS, install enhanced voices in system settings.

Download uses server synthesis, so timbre may differ from built-in browser voices while rate settings are applied similarly.
